Plenary debates para sa 2022 proposed national budget, binuksan na sa Senado

BINUKSAN na ng Senado ang plenary debates para sa panukalang pondo para sa 2022.

Sa deliberasyon ay kasama ni Senator Sonny Angara ang economic team ni Pangulong Rodrigo Duterte na kinabibilangan ni National Economic and Development Authority (NEDA) Secretary Kedrick Chua para sagutin ang mga tanong ng mga senador.

Sa opening ng budget deliberations, unang nag-interpellate si Senator Franklin Drilon na kung saan pinatitiyak nito ang resiliency program ng bansa pagdating sa COVID-19 pandemic gamit ang panukalang pondo.

Sagot ni Angara, pagpapalakas ng health system ang isa sa mga plano ng pamahalaan.

Kaya nga aniya nilakihan pa nila sa ilalim ng senate version ang budget para sa Department of Health (DOH) at sa mga specialty hospital.

“In terms of resilience, I think the number one priority really for the 2022 is the health system,” ani Angara.

“That’s why if you, for instance, compare the appropriations for health from last year, if you look at the DOH budget, it is almost doubled,” dagdag ng senador.

Ayon naman kay Angara, maliban sa Php45 billion budget para sa 83.4 million doses ng booster shots sa ilalim ng unprogrammed appropriations ay naglaan din ang komite ng Php16.2 billion na dagdag pondo para sa pagbili ng 29.86 million doses ng booster shots.

Samanta, muli na namang nagpasaring si Drilon sa pondo ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Una ng ipinaalam ni Angara sa media na nagtapyas ng Php24 billion ang finance committee mula sa Php28 billion na proposed budget ng NTF-ELCAC para mapondohan ang ibang programa.

“Because ang kailangan natin hindi NTF-ELCAC, kung hindi bakuna,” saad ng mambabatas.

Samantala, maliban sa bakuna ay gusto ng mga senador na magtuloy-tuloy ang pagbibigay ng ayuda para sa lahat ng apektado ng pandemic, bagay na meron naman anilang nakalaan sa ilalim ng General Appropriations Bill (GAB) ayon kay Angara.

“We have 3 billion in the budget of the DA (Department of Agriculture), that’s for our farmers who are affected. We have 5 billion under the DOTr (Department of Transportation), that’s also to give out in case of a lockdown. And of course, we have our usual 4Ps budget under the DSWD (Department of Social Welfare And Development),” aniya.

Suhestiyon naman ni Senator Pia Cayetano na magkaroon ng standby fund para sa ayuda.

“Should we not allocate in the same way that the discussions were what if there’s another surge, are we ready, have we put everything in place?” ani Cayetano.

“We’re hoping that there would be no major lockdown similar to what we experienced in the early part of 2020. But in any case, would there not be a need to set aside an amount similar to the Bayanihan I of Php200 billion? Just a standby for direct assistance,” giit ng senador.

Ngunit ani Angara hindi na kailangang maglaan ng budget na kahalintulad sa Bayanihan I.

“Their opinion is that there is no need to set aside that kind of amount similar to Bayanihan I because there are amounts spread out over the different departments,” saad ni Angara.
